Frustration Mounts Over Delay in Annual Transfers Under the 2017 Act

The Uttaranchal Parvatiya Karmachari Shikshak Sangathan (UPKSS), Almora district, has strongly demanded the immediate implementation of transfers under the Uttarakhand Transfer Act 2017, especially in departments where transfers have not yet been carried out.

In a joint statement, Dr. Manoj Kumar Joshi (President), Digambar Dutt Phuloriya (Senior Vice President), and Dhirendra Kumar Pathak (Secretary) expressed concern over the fact that even major departments like the Education Department have not seen any action under the annual transfer process this year. They said that promotion and transfer are both integral aspects of service, and should be treated with equal importance.

“Despite the Act being in place, courts should resolve such matters promptly instead of stalling the entire session’s transfer process,” said Dr. Joshi.

Dhirendra Kumar Pathak emphasized that in cases where there is no court stay, the government must immediately issue transfer orders. The delay in annual transfers, he added, reflects the failure of the government to implement its own Act effectively, and this inaction has led to widespread disappointment among employees—particularly those posted in remote areas, nearing retirement, suffering from serious health issues, or serving as single parents.

The organization urged the government to rectify any flaws in the system, but insisted that transfers must not be halted under any circumstance.
“Issuing transfer orders in all departments is both a legal and moral responsibility of the government,” said Pathak.

Other senior members of the organization including Mahesh Arya (Vice President), Tara Singh Bisht (Joint Secretary), Bhagwat Singh Satwal, D.K. Joshi (Organizing Secretary), Rajendra Singh Latwal, Deepshikha Melkanya (Auditor), Sanjay Joshi (Treasurer) and Advisory Board Members P.S. Bora, Gokul Mehta, Ramesh Pandey, and Mahendra Singh Gusain have also demanded swift action under the Act.

The leaders further added that if the government is unable to implement the Transfer Act, it must clearly communicate where the shortcomings lie and take corrective action without delay.

“The constant erosion of trust in the administration and judiciary due to such delays is deeply troubling. The dual standards and ‘divide and rule’ mindset in governance are damaging the state’s system. The lack of timely hearings in courts is also a violation of human and natural justice,” said Dr. Joshi and Dhirendra Pathak.

The organization has warned that if the transfer process is not initiated soon, they may be compelled to launch a wider movement in protest.
