A delegation of Uttarakhand statehood movement activists submitted a significant memorandum to the District Magistrate of Almora on Monday, addressed to the Chief Minister, demanding the effective implementation of 10% horizontal reservation in higher educational institutions, universities, management institutes, and medical colleges for identified participants of the Uttarakhand state movement.
The memorandum, submitted jointly by the movement activists, referred to Government Notification No. 244/XXXVI(3)/2024/48(1)/2023 dated August 18, 2024. The activists urged that the reservation be enforced in practice, not just on paper. They specifically demanded a separate horizontal category titled “State Movement Activist/Dependent” in the reservation roster to ensure clarity and implementation.
Activists Express Concern
Senior activists of the Uttarakhand statehood movement—Kewal Sati, Kundan Singh Bhandari, Jaman Singh Bisht, D.K. Joshi, and Bhanu Tilara—emphasized that this issue is not merely administrative. They called it a matter of dignity, recognition, and the future of the next generation of those who fought for the creation of the state.
They stressed that the sacrifices made during the formation of Uttarakhand deserve to be acknowledged with respect and adequate representation. They warned that without a clearly defined provision in the reservation roster, the benefits of the policy will not reach the ground level.
Call for Chief Minister’s Immediate Intervention
In the memorandum, the activists requested the Chief Minister to take urgent cognizance of the issue and direct the concerned departments to issue clear guidelines. This, they said, would ensure that the objectives of the government order are truly fulfilled, and eligible state agitators and their dependents receive due benefits.
The activists also hinted at the possibility of launching a statewide agitation if concrete action is not taken promptly.
